There are significant differences between hourly elderly care and 24-hour private nursing in terms of service model, pricing structure, and depth of care.Hourly elderly care is billed by the hour and is suitable for elderly who require short-term or scheduled assistance — such as support with daily routines or attending medical appointments.

In contrast, private nursing provides round-the-clock, comprehensive care for elderly with higher or ongoing medical and personal care needs. 1. How do I apply for the Community Care Service Voucher?

Step 1: Visit a nearby elderly centre and request a social worker to conduct the Standardised Care Need Assessment Mechanism for Elderly Services.

Step 2: Seniors assessed to have moderate or severe impairment will receive an invitation letter from the SWD.


Step 3: The family and the senior must complete and return the required documents.


Step 4: Once approved, a CCSV will be issued. The senior can then use the voucher to purchase care services from recognised service providers.

Yes. We can assist the senior with the care needs assessment application through a social worker — free of charge. Once approved, the senior may begin using CCSV services with any recognised service provider.

Yes. Voucher holders may use services from up to two recognised providers within the same calendar month.

It typically takes 2 to 4 weeks for the CCSV Office to process and approve an application after all documents have been submitted.

The CCSV Office assesses the average income over the past 3 months of the senior and their immediate co-residing family members (spouse, children, or parents residing in Hong Kong). Income from siblings, in-laws, grandchildren, or domestic helpers is not considered. Assets are also not counted.

The scheme follows a "Affordable users pay" principle. There are six co-payment levels: 5%, 8%, 12%, 16%, 25%, and 40% of the service package value.
 Example: If a senior uses services worth HK$5,000 in one month and their co-payment level is 8%, they would pay HK$400 (HK$5,000 × 8%).

No. Once the voucher is issued, the senior’s status on the Central Waiting List will be marked as "inactive." However, if long-term care is needed in the future, the caseworker can reactivate the application, and the original application date will be preserved. This means there is no impact on your queue position.
